General Headquarters （GHQ） had aimed for Japan’s democratization and demilitarization: early democratization programs greatly influenced how the transformation was promoted in Japan’s film industry. During this era, ethnic Koreans residing in Japan （Zainichi Koreans）, liberated from colonial rule, began to form their own cultural organizations in various parts of the country. The approaches taken by Nippon Eiga Shinsha and by Zainichi Koreans of Minshu Eigasha during the early stages of democracy are examined.
